(A) No person shall possess fireworks, explosives or devices for the use of any kind within the boundaries of the parks and recreation areas except under special permit for fireworks display issued by the Director or his or her agent.
(B) All municipal, county, state and federal ordinances, rules, regulations and acts shall be complied with.
