All off-street parking lots presently owned or hereafter acquired by the City are placed under the direction of the Director of Safety, who shall establish the regulations and be responsible for the operation, establishment, construction, operation and maintenance of such lots, and shall adopt the necessary regulations for the accomplishment of these purposes.
