305.04 AUTHORITY OF SAFETY DIRECTOR.
   The Director of Public Safety is hereby designated as the officer in charge of traffic control and is hereby authorized and empowered:
   (a)   To make and enforce the regulations necessary to make effective the provisions of this Traffic Code and to make and enforce temporary regulations to cover emergencies or special conditions.
   (b)   To designate and maintain by appropriate devices, marks or lines upon the surface of the roadway, crosswalks, at intersections where in his opinion there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
   (c)   To establish safety zones and safety islands of such kind and character and at such places as he may deem necessary for the protection of pedestrians.
   (d)   To mark lanes for traffic on street pavements, at such places as he may deem advisable consistent with the traffic provisions of the City.
   (e)   To determine the right and left side of laned streets by fixing any markings or designating the center line of such streets.
   (f)   To establish temporarily a zone of quiet upon any street where a person is seriously ill if requested to do so by the written statement of at least one registered physician certifying to its necessity. Such temporary zone of quiet shall embrace all territory within a radius of 200 feet of the building occupied by the person named in the request of the physician. The temporary zone of quiet and any other zone of quiet shall be designated by placing at a conspicuous place in the street a sign or marking bearing the words “Quiet Zone”.
   (g)   To declare any street or part thereof a play street and to place appropriate signs or devices in the roadway indicating and helping to protect the same.
   (h)   To establish loading zones for the loading and unloading of passengers by public conveyances and to place and maintain appropriate signs and marks upon the streets of the City indicating the location of such zones.
   (i)   To prohibit turns at any intersection in the City where, in his opinion, the best interests of the traffic conditions are served thereby, by erecting appropriate signs showing the prohibition or direction applicable to that intersection.
   (j)   To direct the Chief of Police to exercise the powers and authority hereinabove granted to the Director.

   (k)   To establish temporary traffic control restrictions covering parking, intersection control and speed control in areas where, in his opinion, the public safety demands it, for a period of not more than sixty days. Such temporary regulations shall have the full force and effect of ordinances, when the appropriate traffic signs or markings are established in directing compliance with such regulations.
