(a) Every person owning, operating or in physical control of a Commercial Quadricycle and/or Commercial Pedal Wagon shall be subject to all applicable laws, rules and regulations of the State of Ohio and the City of Chillicothe, pertaining to bicycles and motorcycles, low-speed and under-speed vehicles, vehicles for hire, and all City of Chillicothe, Ohio and State of Ohio traffic laws.
(b) All persons owning, operating or in physical control of a Commercial Quadricycle and/or Commercial Pedal Wagon must observe the following requirements and restrictions:
(1) Shall not impede or block the normal or reasonable movement of pedestrian or vehicular traffic in compliance with law;
(2) Shall not wear earphones or headsets over the ears;
(3) Shall not use a mobile/smart phone while a paying fare is in the Commercial Quadricycle and/or Commercial Pedal Wagon;
(4) Shall not stop to load or unload passengers within marked lanes of traffic;
(5) Shall not operate between the hours of 11:00 p.m. and 8:00 a.m.
(c) Any person owning, operating, or in physical control of a Commercial Quadricycle and/or Commercial Pedal Wagon must load and unload passengers from the curb side of the street.
(d) The amount of alcohol that any paying customer can have on the Commercial Quadricycle and/or Commercial Pedal Wagon at a time is twenty-four (24) ounces of beer and ten (10) ounces of wine per passenger.
(e) Alcohol brought by passengers may not exceed the limits prescribed in subsection (d) and must be turned over to the owner/operator of the quadricycle or pedal wagon for storage and can only be removed and distributed by the owner/operator.
