138.04 NUISANCE ABATEMENT BOARD; ORGANIZATION AND MEMBERS.
   (a)   There shall be a Nuisance Abatement Board composed of five members. The members shall consist of the Service-Safety Director or his designee, one Council member appointed by the President of Council, citizen chosen by the Mayor, one citizen chosen by Council, and one member of the Ross County Board of Health’s Environmental Division appointed by the Ross County Health District. The Mayor’s appointee may be chosen from a member of the Ross County Board of Realtors and shall serve a term of three years. The Council member shall serve for the duration of his term. The citizen appointed by Council may be a landlord and shall serve a term of three years. The Ross County Board of Health’s Environmental Division member appointed by the Ross County Health District shall serve a term of three years.
   The rules of the Nuisance Abatement Board shall be approved by Council, a copy of which shall be maintained in the office of the Service-Safety Director.

   (b)   Meetings of the Board shall be held on the second Tuesday of each month as called by the Chairman but must meet at least six times per calendar year.
   (c)    Hearings of the Board shall be public in accordance with Ohio R.C. 121.22. The Board shall keep minutes of its proceedings, showing the action of the Board and the vote for each member upon each question, or if absent or failing to vote, indicating such fact, and shall keep records of its examination and other official actions, all of which shall be immediately filed in the office of the Service Safety Director or such other location as designated by the Board and shall be a public record.
   (d)   The Board may call on the City departments, officials or employees for assistance in the performance of any of its duties.
   (e)   The Mayor with approval of Council may remove any member of the Nuisance Abatement Board for any just cause.
   (f)   Members of the Board shall serve as volunteers and shall not receive pay for their duties.
   (g)   The Chairperson of the Board shall appear and report annually to Council at the first regular council meeting in January.
