The funds collected under the provisions of this chapter, shall be disbursed in the following order, to-wit:
(a) Such part thereof as shall be necessary to defray all cost of collecting the tax and the cost of administration and enforcing the provisions thereof.
(b) General Fund. 1.0%
(c) Bus System 0.1% allotted to a special fund for the purpose of operating and maintaining a municipal bus system and all things necessary and incidental thereto, including debt service.
(d) Safety Levy 0.6% allocated to a special fund for the purpose of operating and maintaining the police and fire departments of the City of Chillicothe and all things necessary and incidental thereto, including debt service. Provided, however, that one-sixth of said amount be set aside and used only for capital expenditures, including debt service, in the police and fire departments. In the event that a reduction in forces within the police or fire departments is imminent due to a shortage of funds, up to one-fourth of those funds set aside for capital expenditures including debt service (0.025%) may be transferred for payment of salaries and fringe benefits within the police or fire departments. City Council shall determine whether a transfer of the designated capital expenditure funds is necessary and in the best interests of the City.
(e) Parks/Recreation 0.1% allocated to a special fund for the purpose of operating and maintaining the parks and recreation departments of the City of Chillicothe and all things necessary and incidental thereto, including debt service. Provided, however, that one-fourth of said amount be set aside and used only for capital expenditures, including debt service in the parks and recreation departments.
(f) Street Construction 0.2% allocated to a special fund exclusively for city streets and alley repair and maintenance, with the exclusion of state highways, and all things necessary and incidental thereto, including debt service. This allocation is for a ten year period effective January 1, 2016 through December 31, 2025.
(g) The balance of any monies collected under the provisions of this chapter shall be allocated in such manner as prescribed by Ordinances adopted by the Council of the City of Chillicothe, Ohio. (Ord. 124-15. Passed 12-14-15.)
