(a) The Chief Building Official, with the advice of the Departments of Police and Law, shall have the authority to promulgate any rules and regulations to enforce this chapter, which are attached as Exhibit A to original Ordinance No. 19-14, or as subsequently amended.
(b) In the event that the State or Federal Government promulgates cleanup guidelines that are more stringent or that pre-empt local regulation, its clean-up guidelines shall prevail.
