Those employees of the City who are appointed personnel and whose salary is determined on an annual basis under the pay ordinances of the City shall not have the benefits of the provisions of the Revised Ordinances of the City of Chillicothe, specifically Section 137.03 for sick leave, Section 137.031 for sick leave payment at retirement and Section 137.02 for vacations, provided that the department head shall permit sick leave and shall permit vacation allowance and the employee shall not be charged time off for this annual sick leave and vacation allowance by the department head.
