Pursuant to Section 911.16.06
, the Utilities Department is authorized and directed to charge and collect a wastewater discharge permit fee based upon yearly average water consumption and the following formula:
(a) Minor Significant Industrial Users:

(b) Major Significant Industrial Users: The Utilities Director shall assess a fee between four hundred dollars ($400.00) and one thousand dollars ($1,000) based upon an evaluation taking into account the volume of water consumption and reasonable potential to adversely affect the POTW treatment plant.
