(a) It shall be unlawful for any significant industrial user to discharge sewage, industrial wastes or other wastes without a permit issued by the Authority to any sewer within the jurisdiction of the Authority, and/or to the POlW if the industrial discharger has been determined to be a major signifacant industrial user by the Authority or Ohio EPA.
(b) New sources shall install and have operating all pollution control equipment required to meet applicable pretreatment standards before beginning to discharge. Within the shortest feasible time (not to exceed ninety days), new sources shall meet all applicable pretreatment standards.
