No owner of any automobile garage shall connect with any sanitary sewer for the purpose of using the same as a drain or catch basin in washing or cleaning automobiles or other vehicles. The owner of the automobile garage or persons operating the same may make application to the Utilities Director to connect with a sanitary sewer for the purposes aforesaid and submit therewith their plans and specifications of connecting and using such sewer; in which event the Director may, if he is of the opinion that the connections with and use of said sanitary sewer, according to the plans and specifications submitted, will not damage the sewer, grant the owner of the automobile garage or persons operating the same, a permit to connect with and use the sanitary sewer according to the plans and specifications or according to such other plans and specifications as may be required by the Director. In that event the owner of
the automobile garage or persons operating the same may connect with and use the sanitary sewer according to the plans and specifications and manner designated by the Director. It shall be unlawful thereafter to connect with or alter the connections or use the sanitary sewer in a manner other than that designated by the Director.
It shall be the duty of the Director to examine all present connections of sanitary sewers by automobile garages or persons operating the same and if in his opinion, the use of connections is detrimental to the sanitary sewer, he may require the use to be changed or altered in such a manner as he may specify or may require the discontinuance of the use of the sanitary sewer for the purposes as aforesaid entirely, and require the garage to be disconnected therefrom in which event the owner and persons operating the automobile garage shall conform to and obey the orders.
