No environmental change shall be made to any property within the Historic Design Review District until a Certificate of Appropriateness has been properly applied for and issued by the Design Review Board. No zoning certificate or building permit shall be issued by the Zoning Inspector for any environmental change as defined in Section 1167.02
(h), now or hereafter in the Historic Design Review District or otherwise subject to the process as specified in this article, unless a Certificate of Appropriateness has been authorized by the Design Review Board.
