(a) There is established in the City a Recreation and Parks Board which shall have all the powers, duties and responsibilities provided by law, including those imposed by Ohio R. C. 755.12 through 755.18.
(b) Such Board shall consist of five persons, two of whom shall be members of the Board of Education of the City School District or members appointed by such Board of Education. The other members of the Recreation and Parks Board shall be appointed by the Mayor with the consent of Council. All members of the Board shall serve for terms of five years, except that the members first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. Members of such Board shall serve without pay. Vacancies in the Board occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
(c) The power to operate public playgrounds, play fields, baths, swimming pools, gymnasiums or recreation centers shall be exercised by the Recreation and Parks Board. The Board also shall make recommendations to the Engineer-Service Director on park needs and improvements.
Equipping and maintenance of the foregoing facilities will be the responsibility of the Engineering and Service Departments.

(d) The Parks and Recreation Director is an appointed, non-classified position and is under the direct supervision of the Mayor and shall serve at the pleasure of the Mayor. The salary of the Director shall be an amount determined by the Mayor with the approval of Council. The Director shall be entitled to all fringe and non-economic benefits available by law to unclassified employees and shall receive pension pick-up. The Parks and Recreation Director is responsible for professional and administrative work directing and overseeing all City parks, parks recreation program activities, parks maintenance, design and development, grant writing and budgets. The work involves providing managerial direction to parks supervisors, City pool managers, and parks and recreation activities. The Director works closely with the Parks and Recreation Board and serves as a facilitator for the City Tree Commission, and performs other duties as assigned by the Mayor.

(e) All positions staffing the City's recreation areas and Memorial Swimming Pool shall be in the unclassified civil service, upon the approval of the Civil Service Commission, and vacancies shall be filled by the Director of Recreation and Parks.
