(a) The Director of Safety shall obtain information from the police reports of the City of any damage to property owned by the City caused by another person or firm, and shall turn such information over to the Director of Service. Such report shall be turned over to the Service Director by the Safety Director no later than three days from the date of the accident.
(b) Upon receipt of such report, the Director of Service shall promptly determine if there is legal liability attached to the person or firm causing such damage by prompt consultation with the City Solicitor. If legal liability exists, the Service Director shall have an estimate or final bill prepared of the damage to the property involved which will be sent out with a letter of demand to the person or firm causing the damage. The letter of demand shall be sent out by the Service Director no later than seven days from the receipt of the accident report from the Safety Director. If the claim is not satisfied within a period of thirty days from the date of the letter of demand from the Service Director, the Service Director shall turn such claim file over to the City Solicitor for further collection efforts.
