123.03 DEPARTMENT OF UTILITIES; UTILITIES DIRECTOR.
   (a)    The position of Utilities Director is an appointed, non-classified position and is under the direct supervision of the Mayor and shall serve at the pleasure of the Mayor. The salary of the Director shall be an amount fixed by the Mayor and approved by Council. The Director shall be entitled to all fringe and non-economic benefits available by law to unclassified employees and shall receive pension pick-up. The Director shall furnish bond of thirty-five thousand dollars ($35,000). The Utilities Director is responsible for the administration and supervision of the Water Treatment Plant, the Wastewater Treatment Plant, the Water Distribution and Wastewater Collection Systems and the Business Office. The Director will provide safe water and wastewater systems in coordination with current regulations, plan for future development, conduct maintenance and construction projects, manage budgets, seek grant funding for projects, resolve emergency situations, and perform other duties as assigned by the Mayor.

   (b)    Divisions of Department. The Department of Utilities shall be composed of the following divisions:
      (1)    Division of Water, commonly known as the Water Department, which division shall be responsible for the construction, maintenance, repair and servicing of the City Water Department.
      (2)    Division of Sewage Disposal, commonly known as the Sewer Department, which shall be responsible for the construction, maintenance, supervision and control of the City disposal plants.
