1511.05 OBSTRUCTION OF FIRE HYDRANTS.
   (a)   No person shall in any manner obscure from plain view, obstruct, block or restrict the access to any fire hydrant.
   (b)   No person shall paint a fire hydrant unless authorized by the Fire Chief. All fire hydrants shall be painted with a red base and a white bonnet with paint as furnished by or otherwise authorized by the Fire Chief.
   (c)   As used in this section, “obstruct” shall include, but not be limited to, any of the following:
      (1)   Placement of fences or objects around a fire hydrant;
      (2)   Covering a fire hydrant in any manner;
      (3)   Except as otherwise provided by subsection (c)(4) hereof, placement of any shrubs or plantings within three feet of a fire hydrant;
      (4)   Planting of any tree in violation of Section 907.07(c);
      (5)   Placement of any permanent construction or structure within a radius of three feet of a fire hydrant.
   (d)   As used in this section, “obscure from plain view” shall include, but not be limited to, the interference with the visibility of a fire hydrant from a distance of seventy-five feet or less. (Ord. 154-09. Passed 12-28-09.)
