123.01 ENGINEERING AND SERVICE DEPARTMENT ORGANIZATION.
   (a)   There shall be a Department of Engineering and Public Service which shall be administered by a nonclassified employee designated the Engineer-Service Director who shall be appointed by the Mayor and who shall be a qualified, registered, professional engineer in the State.
   (b)   Director’s Bond. The Engineer-Service Director shall furnish bond in the sum of thirty thousand dollars ($30,000).
   (c)    Duties and Responsibilities. The Department of Engineering and Public Service shall perform the engineering work prescribed by statute for municipal engineers and such engineering work as may be required by the City under the administration of the Mayor, shall be in charge of the office of Chief Enforcement Official, shall have the responsibility for the areas of traffic control of signals, signs and street markings, and shall perform all other functions required by law of a municipal department of public service or department of engineering.
   (d)   Director’s Salary. The initial salary of the Engineer-Service Directors shall be thirty thousand dollars ($30,000) set by ordinance by Council and shall be changed from time to time by ordinance or in the general pay and economic benefits ordinance for nonclassified employees.
