1321.47 BILLBOARDS, PROPERTY MAINTENANCE.

No person maintaining a billboard shall scatter, daub, or leave any paste, glue, or like substance used for affixing bills, or scatter or throw any old bills or waste materials removed from billboards, on the premises, public street or way.
