No ground sign shall at any point be more than twenty-two feet, nor less than two feet above the grade line and shall be properly supported and braced. The space between the bottom of the sign and the grade shall be open except for lattice. Lattice shall be open spaces aggregating at least fifty percent of the total area uniformly distributed over such area.
