1321.28 HEIGHT OF PROJECTING SIGN ABOVE PUBLIC PROPERTY.
   (a)    No projecting sign shall be less than eight feet above the surface of a sidewalk.
   (b)    No projecting sign shall be less than fourteen feet above the surface of a street where there is no sidewalk.
