1321.24 TEMPORARY SIGNS, PROJECTION OVER SIDEWALK.
   No temporary sign shall extend into the line of any street, sidewalk, alley, or other public thoroughfare; provided, however, that this provision shall not apply to a convention of twenty or more delegates, who shall have occasion to hold a formal and special assembly of delegates at a convention to be held within the City.
   The Service Director is authorized to permit temporary banners to be erected advertising conventions, providing the temporary banners are erected in a safe manner to the satisfaction of the Service Director.
   Permission to erect temporary banners advertising conventions shall not be granted for a period to exceed two weeks, and within twenty-four hours after the termination of the permits the banners shall be required to be removed at the expense of the party obtaining the permit to erect them.
   Nothing in this section shall affect signs permitted by the Service Director which publicize events contributing to the public health, safety, welfare or betterment of the people of the City.
