1321.21 MAINTENANCE.
   Owners of signs are herein required to maintain such signs and structural supports thereof in sound and presentable condition.
   Upon failure on the part of the owner to comply with these provisions, the Service Director shall have the authority to cause the removal of the signs at the expense of the owner. The Service Director shall notify the owner at least three days prior to each removal, and the owner may within three days, file an appeal in writing with the Board of Examiners, from the notification, and the filing of such appeal shall prevent any further action being taken by the Service Director for the removal of such sign until final action by the Board of Examiners on the appeal.
