1321.20 CONSTRUCTION.
   (a)    Generally. All signs shall be constructed of approved materials as hereinafter prescribed and no sign shall be constructed or established until after the construction, support and bracing have been approved by the Service Director. All signs shall be of such construction, support and bracing that will safely support the weight of the sign and resist a wind pressure of thirty pounds to the square foot.
   (b)    Wall Signs. Wall signs shall not be constructed of wood or other combustible materials.
 
   (c)    Metal Signs. A metal sign shall have its face or background constructed of metal not lighter than No. 28 gauge, which may cover a wood frame and may be provided with letters, figures, characters, borders or moldings of wood.
   (d)    Glass and Plastic Signs. The glass used in signs shall be double strength glass. Before any permit can be issued for any glass and/or plastic sign, the construction of same must be approved by the Service Director.
