1321.16 PROHIBITIONS.
   (a)    Prohibited Manner of Advertisement.
      (1)    No sign painted or printed on paper, muslin, or other fabric, shall be extended over public property or posted, tacked, or otherwise secured to any exterior surface of the buildings or other structures, fences, posts, poles, trees, or the surfaces of other fixed objects except as provided for in Section 1321.23 et seq.
      (2)    In no case shall a sign be erected or placed over the face of an existing sign, except by special permission.
 
   (b)    Prohibited Locations.
      (1)    Projecting Signs. No sign shall be erected or placed on any structure with a projection closer than one foot of the curb line.
      (2)    Signs Obstructing Windows, Doors, or Fire Escapes. No sign shall be placed or erected across or so as to obstruct in any manner whatsoever any window, door exit or entrance of, to or from any building whether occupied or not. No sign of any kind shall be attached to or placed upon a building in such a manner as to obstruct any fire escape, nor shall any sign be attached to any fire escape.
      (3)    Interference with Fire Department. No sign shall be constructed, maintained or erected in any way that will interfere with the proper and convenient protection of property by the Fire Department or with public safety or convenience.
      (4)    Signs at Railway Crossing. Whenever a public street is crossed by a railroad at the same grade level, no person shall erect, construct or maintain any sign which shall obstruct the line of sight within the area bounded as follows: Beginning at the intersection of the street property line (nearest to the proposed sign) and the rail (nearest to the proposed sign) which crosses the street; thence along the street property line two hundred feet to a point; thence along a straight line to a point on the rail (on the same side of the street) four hundred feet distant from the intersection; thence along the rail to the place of beginning.
Nothing herein shall apply to signboards, sign posts or danger signals required to be erected and maintained by railway companies under the laws of the State.
This restriction shall not apply at crossings that are protected by gates operating twenty-four hours every day, but reasonable judgment shall be used in obstructing the line of sight.
      (5)    Signs Obstructing Traffic Visibility. No sign of any kind shall be erected in such manner as to obstruct the line of traffic or traffic lights at intersections.
