It shall be the duty of the Examining Board to examine all applicants for licenses as to their fitness to engage in the construction and erection of advertising signs and their general qualifications for supervising such work; to prescribe the rules and regulations governing such construction and erection; to grant licenses as applied for to those applicants who shall show the proper qualifications, after such applicant has paid the prescribed fee and filed the prescribed bond and insurance required; to revoke such licenses after good and sufficient cause is shown; and to hear and determine appeals as hereinafter prescribed.
