1321.04 LICENSE AND PERMITS REQUIRED.
   (a)    No person shall erect, construct, maintain or repair any sign as defined in any of the provisions of this chapter until he has passed an examination as prescribed by the Board of Examiners or has been granted a license as hereinafter provided.
   (b)    No person shall erect, construct, maintain or repair any sign for which a permit is required without first obtaining a permit therefor from the Service Director.
   (c)    Owners of signs existing at the time of the passage of this ordinance (2636-55 passed February 2, 1955) shall be required to obtain a permit therefor from the Service Director. Such permit shall be issued upon payment of two dollars ($2.00) and shall be subject to renewal every five years thereafter.

   (d)    Permits for all conforming signs may be issued upon application to the Chief Enforcement Official. Permits for nonconforming signs may be issued only upon approval of the Board of Appeals.

   (e)    A property owner after obtaining the proper permits may himself erect, repair or paint a sign no part of which projects over public property.
