1321.03 SIGNS AND BILLBOARDS.
   (a)    Generally. Under the general heading of "signs and billboards" is included any announcement, declaration, demonstration, display or insignia used to advertise, or to promote the interests of any person, where the same is placed in view of the general public, upon the walls of buildings, or upon constructed surfaces detached from or attached to or supported by buildings or other surfaces.
   (b)    Exceptions. Signs and billboards shall not be deemed to include the following:
      (1)    Traffic or other municipal signs, legal notices, railroad crossing signs and danger signs.
      (2)    Signs advertising the sale, rental or lease of the premises on which they are erected and not exceeding twelve square feet in area.
      (3)    Signs such as memorial tablets, name of building, date or erection, use of building, or other signs when built into the walls of the building as an integral part of the building when constructed of bronze, brass, glass, marble, stone, aluminum, stainless steel or other similar materials.
      (4)    Signs not in excess of fifteen square feet in area placed upon a building under construction where such signs designate the architect, engineer or the general contractor of the work or a subcontractor having a direct contact with either the general contractor or the owner of the building. These signs may be placed on fences erected as barriers for the work under construction, on the temporary building thereof, on the construction canopy or on the building under construction.
      (5)    Signs erected within any building whether visible to the public or otherwise.
