1321.02 DEFINITIONS.
   (a)    Billboard. A "billboard" is a board panel or tablet used for the display of poster, printed or painted advertising matters either illuminated or not illuminated.
   The copy of billboards may be changed without securing a new permit. However, no structural changes may be made without such permit.

   (b)    Electric sign. Any "electric sign" within the meaning of this chapter shall be a sign, the letter, and designs of which are illuminated and/or outlined by bulbs, neon tubes, or flourescent lamps, or otherwise by the use of electricity.
   (c)   Ground sign. A "ground sign" is any detached sign which is supported by uprights or braces in or upon the ground.
   (d)    Grade line. For the purpose of this chapter, the "grade line" shall be considered as being the ground or surface under the sign. When the surface is not level, the grade line shall be considered as being the mean difference in level as may exist under the sign; except that no such average shall be more than three feet below the highest point upon which such sign is placed. When the ground upon which a sign is placed is lower than any sidewalk or public way, such sidewalk or other public way may be considered as the grade at points within thirty feet of such sidewalk or other public way; except that in no case shall any part of such sign be more than thirty feet above the ground upon which it is placed.
   (e)    Outdoor advertising displays. "Outdoor advertising displays" means any letter, figure, character, mark, plane, joint, marquee sign, design, poster, pictorial, picture, stroke, stripe, line, trademark, reading matter or illuminated service, which shall be so constructed, placed, attached, painted, erected, fastened or manufactured in any manner whatsoever, so that the same shall be used for the attraction of the public to any place, subject, person, firm, corporation, public performance, article, machine or merchandise whatsoever, which are displayed in any manner whatsoever out-of-doors Every outdoor display shall be classified and conform to the requirements of that classification as set forth in this chapter.
   (f)    Projecting signs. A "projecting sign" is any sign (except wall signs defined in subsection (i)) projecting into the line of any street, sidewalk or alley or other public thoroughfare .
   (g)    Roof sign. A "roof sign" is any sign erected upon the roof of any building.
   (h)    Temporary sign.
      (1)    A "temporary sign" is any advertising display constructed of cloth or other light fabric, either with or without frames.
      (2)    Any valance, banner or pennant hung under a marquee, or canopy with the letters printed or sewed thereon shall not be hung lower than eight feet above the sidewalk level.
   (i)    Wall sign. A "wall sign" is any sign erected flatly against the wall of any building.
