(a) A permit for the construction or reconstruction of residential buildings of three dwelling units or less and the remodeling and repair of buildings for all occupancies is required. Permits will be issued by the Chief Enforcement Official, or his designated representative. No building permit shall be issued until the fee prescribed in this chapter has been paid.
(b) A permit is required for the construction or reconstruction of residential buildings with more than three dwelling units and commercial and industrial structures.
(c) A permit is required for the installation of plumbing in residential buildings with more than three dwelling units and commercial and industrial structures.

(d) A permit is required for, but not limited to, the following types of work: the installation of plumbing, the installation of electrical wiring, new construction, additions, alterations, fences, retaining walls, siding (vinyl, aluminum, wood, etc.), window replacement, decks and covered patios, hot water tank installations, heating and air conditioning installations and change-outs, garages, carports, all storage sheds over 200 square feet, awnings, canopies, roofing work, swimming pools and demolition of existing structures of all residential structures. A list of work requiring a permit shall be kept on file in the office of the City Engineer.

(e) A permit is required for the construction of a retaining wall or the installation of a line or boundary fence. Isolated ornamental railings or items of decorative masonry which are located outside the Preservation District and are less than three feet in height or ten feet in length shall be excepted from classification as fences or structures.
(f) A permit is required for the construction, reconstruction, or replacement of sidewalk, gutter, curbing, or driveway entrances within public rights-of-way. Repair of less than twenty (20) square feet of sidewalk or ten linear (10) feet of curb or gutter shall not require a permit unless the area is less than fifteen (15) feet from an intersection.
(g) All work, construction and reconstruction carried on where a building permit is required shall proceed expeditiously, taking into account reasonable delays occasioned by delay in arrival of material, weather or such other factors beyond the reasonable control of the permit holder. Any work not completed within one year is rebuttably presumed to have not proceeded expeditiously, unless the Chief Enforcement Official certifies that such delay was justified due to the size or complexity of the work involved or the factors set forth above. In the absence of such certification by the Chief Enforcement Official on cases of work not being finished within one year or in other cases where the Chief Enforcement Official certifies that the work under a particular building permit is not being performed with reasonable progress or diligence, the Director of Law may apply to a court of competent jurisdiction for enforcement of this or other provisions of the Revised Ordinances, the Chief Enforcement Official may revoke the building permit or both.
