One copy of Chapter 4101:2-51 Plumbing of the Ohio Basic Building Code shall be filed as part of the ordinance records of the City and the same is adopted and incorporated as fully as if set out at length herein and on the date on which this chapter takes effect, the provisions thereof shall be controlling in all matters relating to the installation, alteration or repair of plumbing and plumbing fixtures within the City.
