114.01 OFFICE OF MAYOR.
   (a)    Salary and Bond. The Mayor for the City of Chillicothe shall be paid an annual salary of $57,477.44, beginning January 1, 2022. Commencing January 1, 2024, the annual salary for the Mayor shall be increased by one and seventy-five hundredths percent (1.75%) (Cola increase) per year. Such salary shall be paid in bi-weekly installments. The Mayor shall furnish bond in the sum of one thousand dollars ($1,000.00).

   (b)    Mayor's Secretary. There is hereby established the position of Mayor's Secretary. The position is established in the unclassified service, and the Secretary shall be appointed by and shall serve at the pleasure of the Mayor. The Mayor's Secretary shall be paid bi-weekly under the hours authorized and the hourly rate set out in Section 15.18 of Ordinance 81-59 as amended.
 
   (c)    Chief of Staff.
      (1)   There is hereby created the position of Chief of Staff. The Chief of Staff is an appointed, non-classified position and is under the direct supervision of the Mayor and shall serve at the pleasure of the Mayor.
      (2)    The Chief of Staff is responsible for certain personnel and labor relations issues as required by the Mayor and acts as a liaison between the Mayor and all other department heads of the City, City Council and the news media. The Chief of Staff acts as a representative for the Mayor when needed and performs other duties as assigned from time to time by the Mayor. The Chief of Staff or the Mayor’s designee shall serve as purchasing agent and shall assist the Mayor, and act on his behalf, with respect to approval of all purchases made for the Mayor or his staff in accordance with Ohio law.
      (3)   The salary of the Chief of Staff shall be an amount to be determined by the Mayor with the approval of Council. The Chief of Staff shall be entitled to all fringe and non-economic benefits available by law to unclassified employees and shall receive pension pick-up.
   (d)    Mayor's Clerk. There is hereby established the position of two Mayor's Clerks, who shall be in the unclassified service and appointed by and shall serve at the pleasure of the Mayor. The duties of the Clerks shall include microfilming City records and such other duties as directed by the Mayor. The Clerks shall be paid biweekly under the hours authorized and the hourly rate set out in Section 15.18 of Ordinance 81-59, as amended.
   (e)    Human Resources Director.
      (1)   There is hereby created the position of Human Resources Director. The Director is an appointed, non-classified position and is under the direct supervision of the Mayor and shall serve at the pleasure of the Mayor.
      (2)   The Director administers personnel functions and labor relations for the administration. Duties include managing the hiring process, employee orientation, employee training and development, assistance with EEO programs, development of job descriptions, and disciplinary actions (hear Loudermill Predeprivation hearings). The Director represents Management on various employee related committees, and oversees the City Safety Program, Employee Assistance Program and health insurance. The Director is under the direct supervision of the Mayor and performs other duties as assigned by the Mayor.
      (3)   The salary of the Director shall be an amount to be determined by the Mayor with the approval of Council. The Director shall be entitled to all fringe and non-economic benefits available by law to unclassified employees and shall receive pension pick-up.

   (f)   Information Technology Specialist.
      (1)   There is hereby created the position of Information Technology Specialist. The Information Technology Specialist is a non-bargaining, classified position under the direct supervision of the Mayor and shall serve at the pleasure of the Mayor.
      (2)   The Information Technology Specialist is responsible for installing, modifying and repairing computer hardware and software systems, and providing technical training, advice, and support for various City of Chillicothe departments, elected officials and employees.
      (3)   The rate of pay of the Information Technology Specialist shall be an amount to be determined by the Mayor with the approval of Council, and shall be entitled to the same economic and fringe benefits as other classified non-exempt positions. (Ord. 15-19. Passed 3-11-19.)
