109.03 DEPARTMENTAL DUTIES.
   (a)    Police Department. The Police Department shall be responsible for the operation of the emergency communication service, the coordination of all police activities in the City, emergency actions to protect life and property and to maintain order and the movement of traffic and evacuees.
   (b)    Fire Department. The Fire Department shall be responsible for the coordination of all firefighting activities in the City, the handling of rescue operations and the operation of the fire radio band for emergency radio communication with the Ross County Sheriff's Department and the Ross County Firemen's Association.
   (c)    Department of Public Service. The Department of Public Service shall be responsible for the coordination within the City of all emergency construction activities and all repair activities relating to the maintenance of public ways, the river bank, public buildings and the storm and sanitary sewer systems.
   (d)    Utilities Department. The Utilities Department as a subdepartment of the Department of Public Service shall be responsible for the protection of the public water supply and the protection of the sewage disposal plant, and for the restoration of service and repair of breaks, stoppages and disruption of such service. The Department is specifically authorized to make temporary installations and suspend or halt service where necessary, in the interests of public health, safety and welfare.
   (e)    Engineering Department. The Engineering Department as a subdepartment of the Department of Public Service shall be responsible for performing emergency engineering services for other departments and agencies, including providing information on City utility locations and recording of data on flood levels and the effects of a disaster on public and other installations, and the inspection of buildings for occupancy after a disaster.
   (f)    Health Department. The Department of Health shall be responsible for providing emergency health services for the storage and control of medical supplies, and the inspection of water supplies and sanitary facilities and radiological, chemical and biological defense operations and the identification and care of the injured and dead. Such Department is specifically instructed to cooperate with both civilian and military authorities in so doing.
   (g)    City Auditor. The office of City Auditor shall be responsible for setting up accounting procedures to make possible the accurate recording of emergency expenditures made by the departments.
   (h)    Mayor. The Mayor's office shall be responsible for the coordination of activities of various departments, and for supplying nonvoluntary personnel needs of the departments.
   (i)    City Solicitor. The office of City Solicitor shall work in conjunction with all departments in preparing the necessary orders, proclamations and legislation necessary to carry out the effective operation of the City government.
