109.02 SUCCESSION OF AUTHORITY IN DEPARTMENTS.
   The succession of authority in all departments shall be from the department head to the next assistants, through the person holding the highest appointive authority within the department, on down to and including the persons holding the same numerical job designations. The priority of responsibility shall be determined by the length of service to the City, with those holding the longer service to be the first to assume the responsibility of the post.
