(a) The recycling program collection and disposal fee is hereby established in the amount of four dollars ($4.00) per month on each household, office complex, religious and fraternal organization, and all other business and commercial entities entitled to and which are receiving recycling collection service from the City of Chillicothe.
(b) "Household" shall be defined as "any residential unit, including apartments".
(c) The recycling program collection fee shall be added to the water and sewer bill of each household, office complex, religious and fraternal organization, and all other business and commercial entities required to pay said fee pursuant to this section.
(d) Each household and business or commercial entity liable for the recycling program collection fee under the terms of this section shall be responsible for payment of the recycling program collection fee. However, in the case of multiple households on one meter, the person in whose name the meter billing exists shall be responsible for the payment of the recycling program collection fee for each unit on that meter should the individual households on that meter billing not pay the recycling program collection fee. With regard to all other entities responsible for the payment of the recycling program collection fee the entity in whose name meter billing exists shall be responsible for the payment of the recycling program collection fee. Should more than one business or commercial entity be on one meter, any business or commercial entity with a gross income of at least five thousand dollars ($5,000.00) per year shall be assessed the four-dollar ($4.00) recycling program collection fee and the entity in whose name the meter billing appears shall be responsible for that fee.
(e) A percentage of ten percent (10%) of the four dollars ($4.00) per month fee shall be placed in a capital fund established by the City Auditor for the replacement of the recycling truck and capital repairs or upgrades of the recycling truck as approved by Council. The remainder of the monthly fee shall be placed in the general fund. Additionally, the capital revenue from recycling since its inception in 2018 shall also be placed in the capital fund.
(f) The Service Director, City Auditor, and Mayor's Office will provide to Council an annual recommendation on rate changes not later than March 31st of each calendar year to keep this service to our community solvent.
