(a) From and after the effective date of this section, no private solid waste hauler shall enter into a contract for residential solid waste pickup within the City.

(b) No solid waste hauler shall pick up any solid waste within the limits of the City at any time between the hours of 9:00 p.m. until 6:00 a.m., as it relates to properties located within any Residential Zoning District; and between the hours of 11:00 p.m. and 6:00 a.m. in all other zoned districts with the exception of pickup beginning at 4:00 a.m. on the east side of Bridge Street from Marietta Road north to the City limits.

(c) Violation of subsection (a) hereof shall be a misdemeanor of the fourth degree.
