Nothing in this chapter shall be construed to prohibit any of the following:
(a) The maintenance of a compost pile for the production of fertilizer.
(b) The spading under of leaves or similar materials for fertilizing purposes, or the use of leaves or similar material for ground cover to protect plants.
(c) The hauling or transporting in suitable enclosed or covered vehicles of refuse materials over or through the streets by the owner of such refuse materials for agricultural purposes only.
