917.13 LANDFILL OPERATIONS; FEES.
   Any person desiring to use any property or part thereof held, owned or controlled by the City and operated as a landfill for dumping refuse and garbage, as hereinbefore defined, shall pay the following schedule of fees to the City, which fees shall be collected under the supervision of the City Auditor:

(a)    Noncommercial passenger or pickup truck vehicle

(b)    Commercial vehicle and/or vehicle for hire are subject to the following fees:
   (1)    Closed packer garbage truck (compacted material)

4.00 per cubic yard
   (2)    Open and/or portable containers (noncompacted material)


2.25 per cubic yard
(c)    Appliances, refrigerators, hot water heaters, etc.
5.00 per item if dumped at landfill; no charge if dumped in recycling unit at the landfill.
   (d)    A commercial hauler shall obtain a permit for yearly dumping privileges at the City landfill which must be displayed on the vehicles the commercial hauler uses at the cost of seventy-five dollars ($75.00), which permit charge shall be in addition to the charges listed above.
   (e)    Whenever it is in the best interest of the City, as determined by the Engineer- Service Director and the Service Committee of Council, special rates may be negotiated for major haulers.
