(a) No solid waste shall be hauled or transported over or through the streets of the City except in a truck or other vehicle the design of which has been approved by the Director of Public Service.
(b) All solid waste created shall be disposed pursuant to the provisions of this chapter. No person shall separate, collect, carry off, bury, burn or dispose of garbage or refuse, except in an approved incinerator, furnace, air tight stove or fireplace within a building, which thoroughly consumes the same without causing nuisance of smoke, ash or offensive odors.
(c) Industrial or commercial producers of solid waste, herein granted the right to convey such refuse to the City landfill, shall accomplish the same in trucks or vehicles so constructed as to prevent leakage or scattering of the contents thereof, and all such conveyances shall be provided with a suitable tarpaulin which shall at all times cover the contents thereof, except when being loaded or unloaded.
(d) No person other than municipal street and alley cleaners, municipal refuse collectors or other authorized persons shall interfere with solid waste placed in the streets, alleys and other public places of the City for collection by municipal authorities, or interfere in any manner with solid waste receptacles in the City.
