917.03 PREPARATION; CONSTRUCTION REFUSE.
   (a)    All garbage shall be placed in substantial metal or plastic garbage containers or sealed plastic bags of at least one and one-half mils in thickness. All refuse shall be placed in suitable rubbish or refuse containers or tied in bundles and placed at the curb, or other place designated by the Director of Public Service, for removal. No live ashes shall be placed in any container for removal.
   (b)    Refuse materials resulting from building repair or construction, such as earth, sand brick, stone and plaster, shall be removed from the site by the contractor in his own conveyances or at the expense of the contractor, who shall make suitable arrangements for such removal with the Director of Public Service and shall pay upon the completion of each call at a rate of fee to be set by the Director of Public Service and cost shall reflect total City expense; for example, by way of illustration, but not limited to wages, fringes, gas and equipment.
