For the purposes of this chapter, the following definitions shall apply:
(a) "Sanitation services" includes solid waste and refuse collection, street cleaning, flushing, leaf removal and brush removal.
(b) "Residential unit" means the place of abode of a person or persons living separately or together as an independent family.
(c) "Multi-family residence" or "apartment complex" means the grouping together under a common roof of two or more residential units.
(d) "Garbage" means all waste or offal of fish, fowl, fruit, vegetable or animal matter resulting from or incident to the preparation, use or storage of food for human consumption. It shall include spoiled fruit and dead animals, but it shall not include sewage and water-carried wastes.
(e) "Refuse" means any and all of the materials classified as nonburnable and burnable wastes other than garbage, and includes rubbish.
(f) "Rubbish" means and includes waste material and refuse from housekeeping and ordinary mercantile enterprises, including packing boxes, cartons, excelsior, paper, cold ashes, cinders, tin cans, bottles, metals and like items or substances.
(g) "Solid waste" includes garbage, refuse and rubbish.
(h) "Yard waste" means solid waste that includes only leaves, grass clippings, brush, garden waste, tree trunks, holiday trees, tree trimmings and/or prunings.
