It is the intent of Council that this chapter be liberally construed for the purpose of providing a sanitary and satisfactory method of preparation, collection and disposal of municipal refuse, and the maintenance of public and private property in a clean, orderly and sanitary condition for the peace, health and safety of the community. The Director of Public Service is authorized to make such rules and regulations as from time to time appear to him to be necessary to carry out this intent; provided, however, that such rules are not in conflict with this or other ordinances of the City.
