915.17 ANNUAL INSPECTION OF PRIVATE HYDRANTS; REPAIRS.
   (a)   Each owner of property within the City corporate limits and on which private fire hydrants are located, shall, at his own expense, after the first day of October and before the first day of December of each year, cause all hydrants thereon to be inspected by a plumber certified by the State of Ohio. The owner shall report the condition of all hydrants in writing to the Utilities Director not later than sixty (60) days after the annual inspection.
   (b)   If, in the opinion of the Utilities Director or his authorized representative, repairs or improvements to any private hydrant are necessary for the safety of the public water system or the citizens of Chillicothe, the Director will give notice to the owner to repair or improve the hydrant immediately. The owner shall, at his own expense, repair or improve the hydrant no later than sixty (60) days after receipt of such notice. Upon completion, the owner shall, at his own expense, cause all hydrants thereon to be inspected by a plumber certified by the State of Ohio.
