No person shall take water from any public hydrant, plug, street washer, draw cock, hose, pipe, fountain, cistern, street reservoir, fountain basin, which shall have been filled in whole or part by the Division of Water, except by the consent of the Division.
No person shall place or cause to be placed or deposit any dirt or material in the reservoir, or in any fire plug or in any box or appendage thereof or remove the cover thereof, or commit any act tending to obstruct the use thereof, or injure in any manner any building, machinery, pipe, apparatus or fixtures of the Division of Water, nor shall any person use or take any water for private use, which is furnished by the City except upon authority of the Division.
