(a) The flag of the City shall be pennant shaped which was taken from the Ohio flag, which was first used as such at the Buffalo Exposition in 1901, and adopted by the Legislature as the official flag of Ohio on May 9, 1902.
The colors will be red, white and blue which were adopted from out national flag.
It shall contain a large white triangle, the lines of which represent the hills and valleys in and around the City, especially Mt. Logan, which forms the background for the Great Seal of Ohio.
There will be a circle in the triangle that represents the initial of Ohio, also the buckeye, the nickname of Ohio. It also represents the rising sun which is also a part of the Seal of Ohio.
There will be a broad band across the triangle that represents the Scioto River, which lies between the City and Mt. Logan.
There will be a letter "C" in the center of the circle that represents the City and the star in the center thereof represents the first capital of Ohio, which was located in Chillicothe.
(b) The proportional dimensions of the flag and of its various parts shall be according to the official design on file in the office of the Director of Public Service.
