The City shall have a seal or coat of arms which shall be the size, shape and design as follows: The seal shall be circular in form, one and one-half inches in diameter, and shall contain in a space around the margin thereof the words "Seal of the City of Chillicothe, founded A. D. 1796. ", and within the space containing such lettering there shall be the figure of an eagle and seventeen stars, nine of which shall be on one side and eight on the other side of the eagle's head; and on the breast of the eagle shall appear in circular form the great seal of the State of Ohio, which seal represents the sun rising over Mt. Logan, with the Scioto River flowing on the base thereof, and with a sheaf of wheat and bundles of arrows in the foreground, which copy of the great seal shall be surrounded by a margin containing the following words: "Primum Capitolium Ohioensis 1803."
The Mayor is hereby authorized and directed to cause a drawing to be made of a seal to meet the requirements of the provisions of this section and to cause plates to be made of the same for use in lithographing and embossing, and the seal shall be lithographed or embossed upon all stationery and legal documents used by any City official.
