Where an error appears consisting of the omission of any word or words necessary to express the intention of the provisions affected, or where any word is misspelled or, where a word is used when another word was clearly intended to express such intent; the word omitted, substituted, or misspelled shall be corrected so as to conform with the manifest intention of Council and the provision shall have the same effect as though the correction were contained in the text as originally passed and published.
