Before issuing a building permit as set forth in Chapter 1311
, the permittee shall submit a proposal for grading in the right of way, and showing drainage structures, for approval. This construction shall be done before the building is completed and made available for occupancy.
The Certificate of Occupancy as provided for in Section 1311.06 shall be subject to compliance with the provisions of this section.
