905.02 DRAINAGE DITCH CONSTRUCTION.
   (a)    No person shall enclose any existing drains, or ditches in the public right of way, or do any work in the area of such drainage ditch that it will impede the normal flow of surface water. Approval to do work on a drainage ditch where a building permit is not involved shall be obtained from the Director of Public Service.
   (b)    No person shall be permitted to enclose more than the driveway width of the roadside drainage ditch without first submitting two sets of plans to the City Engineer for such work. After such plans have been improved for conformity with City standards for pipe size, pipe grade, inlets, etc., the drainage ditch may be enclosed. A paved gutter may be installed by the property owners without plans, but the proposed gutter grade and cross section must meet with City approval.
   (c)    After construction and approval of drainage ditches, driveway culverts, or enclosed storm sewers, such drainage ditches where upon the public right of way, shall be maintained by the City.
