Any person who does work in the streets as applicant under the foregoing sections of this chapter must deposit the material in such a way as to guard against inconvenience to the public by protecting streets, or sidewalks; and the hole or opening in any street shall not be left open or unguarded during the nighttime from dusk until daylight, nor shall the hole or opening be left unguarded when such hole or opening is not being protected and guarded by the presence of the applicant or his employee.
