723.03 OPERATIONAL RULES.
   All horse-drawn vehicles for hire shall be operated in the following manner:
   (a)    Adequate brakes, headlights, tail lights shall be provided on each carriage.
   (b)    A light or reflector shall be displayed at night which is visible to the side of each carriage.
   (c)    Each carriage shall be equipped with seats for the operator and all passengers.
   (d)    Each carriage shall seat no more than nine occupants to include the operator.
   (e)    The wheels of each carriage shall contain a rubber surface on the traction area of the wheel.
   (f)    No carriage shall be wider than eight feet, to include fenders, running boards and safety mirrors and devices.
   (g)    Horses shall be fitted with a device to catch all manure or solid waste except when inside the vehicle used to transport the horse.
   (h)    Each horse shall be attended, at all times, including particularly when a carriage is being loaded or is discharging passengers.
   (i)    No horse shall be subjected to any cruel or harassing treatment.
   (j)    The carriage operator shall, at all times, comply with all traffic laws applicable to motor vehicles.
   (k)    The carriage operator shall possess a valid State of Ohio driver's license.
   (1)    The carriage operator shall require that all passengers be seated except when boarding or exiting from the carriage.
   (m)    The carriage operator shall comply with all regulations of the City pertaining to motor vehicles to include prohibitions or regulations concerning the day or time of day where vehicles may be operated upon streets, public places and quasi-public places and prohibitions or regulations concerning the stopping or parking of motor vehicles.
   (n)    The carriage operator may use bus stops, taxi lanes or yellow lines to unload or load, or await passengers.
   (o)    The carriage operator shall make available to any person, upon request, the rates for all tours and trips offered by the permittee.
   (p)    The carriage operator shall flush all liquid waste from the horse immediately with water and shall spray, using an appropriate chemical, to eliminate all noxious odor and bacteria.
